I don't have your model but here is an easy way to check.
Plug in and test house batteries. Should be charging at normal voltage for lead battery at 13.5 to 14.5 volts for lead batteries. A fully charged battery would be about 12.7. If your house batteries show charging voltage and the starting battery is down in the 12.7 or less than the answer is no.

But this is probably good as they are different types of battery and should not be charged together.
For storage it is a good idea to get a smart charger with "float" capability or a battery tender for the starting battery and run an extension cord under the hood.

Yes the BIM will charge both banks of batteries while plugged in.

The BIM module regulates the charging of the batteries. While the engine is on it allow the alternator to charge the house batteries and then when plugged into shore or on generator it allows the converter to charge the chassis batteries. This only occurs if certain parameters are met. The unit senses the voltage differential and operates starting and stopping the charging. With the engine off the chassis discharge rate is fairly slow. I replaced my cigarette lighter with a USB port with voltage indicator, every once in a while I can observe that the unit is operating as the voltage will shoot up into the 13 volt range when it usually reads mid 12s.

I don't have a C class RV but my house batteries charge whenever I'm plugged into shore power.
