RVermont is correct, you should not have to remove the wheel. If you did it still would not get you where you need to be.
There are "L" brackets that hold the "fender" down, once unscrewed the fender will pivot up, it hinges at the top in the moulding rail. Then you can slide the whole fender assembly back towards the rear in that rail over top of the other compartment doors. Once up, you will see a plastic panel that covers the opening, it has some screws but is also attached by strong caulk. Remove that, then you can see above the wheelwell. If you have to remove the wheelwell itself the mudflaps and brackets come off first.
