2018 Jayco 28bhbe

I have two white pipes coming out of the bottom of my trailer leaking water my fresh water tank keeps filling up but I am hooked up to city water why is this thanks in advance for any advise

Are you hooked up to the water inlet on the rear of the camper next to the outdoor shower?

How is the pressure at the spigot(s)? How fast is the water coming out of the two tubes beneath your trailer? My guess is that you have the valve open at the water pump that draws water out of your fresh water tank when not using the city hookup (see if the valve is shut at the pump). The city water pressure is backfilling through your pump to the tank and filing it up to overflow capacity. This would likely result in reduced pressure at the spigot(s) with a constant flow from the overflow tube(s) coming from the fresh water tank below your trailer.
