That's what they'll do if it doesn't sense a flame in the burner. It's a purge cycle.
How many times did you try to cycle it on? If it hasn't been used in a while, it takes a bit before propane will get to it. Light a stove top burner to help it along. Especially true if it's the very first time you've ever tried to start it. Ours can be 3 or 4 cycles before it picks up gas and ignites. Same floor plan, but 3 feet shorter.
Other times it may be stubborn, is when you have the propane tanks refilled.
A stuck sail switch will cause that, but being new, it's only a possibility, and not to be discounted.
A bad ignition board isn't unheard of either.
