Have a 15000btu ac and a honda 3000watt generator.it will start ac but voltage drops to 70 volts for a split sec , then back to 120. is this ok, or is it going to damage ac compressor?

Many run AC’s with a 3000 or in my case a 3400 gen. However, mine on propane may be closer to 3000. Anyway, should be ok, but look into a Micro-Air EasyStart. Easy install to AC and makes it much easier to start the AC off a gen.

Yes, that's normal. When the compressor kicks in there is a sudden rush of amperage and as Ohms law prevails the voltage will drop in direct relationship with the current being drawn.

You might need a new start capacitor.
