A low point drain question

I have a 174BH. There is a low point drain under the tub area on the outside. It does not have a valve on the outside nor can I find one on the inside. It's just an open pipe hanging down. Should this have a valve on it? It's the only low point drain on the trailer.

I hope this helps: If yours is like mine, those valves are on the inside (mine are under the bathroom sink), but are difficult to spot. IIRC (sorry my trailer is not here), you pull the top upward to open, not rotate like many other valves.

I am not familiar with your unit (sorry) but it could be the fresh water overflow tube and those do not have a shut off.
