X2, If it is still under warranty Jayco may resist. I would ask for the plumbing and the floor schematics. Also do not be to greedy and ask for every schematic. They seem not to like that.
Do you have the Glacier Package? I tried to find the details on Jayco's website but was not successful. Here are a couple links that might shed some light on the subject.

Are you using electric space heaters or the propane furnace? With the glacier package when the furnace is running it dumps some warm air into the underbelly.
9 degrees is cold for any TT. Do you have any skirting around the unit? If not, I would add some. Then add a couple of old school incandescent (60+ watt) lights under the TT. Surprising how the two can keep the belly warm.
I have not used our camper down below 19/20 degrees. When it is this cool, I keep the cabinet doors ajar that have plumbing in them. This allows a little bit more heat to get in behind where all the plumbing is hiding.
"Slowpoke" who has a Seneca, added an additional water pipe, a solenoid valve, and I think a temperature sensor. He rigged it up so that the water pump will circulate some from the FW tank, through the water heater, through the pipes, and then dump back down into the FW tank. Keeping everything from freezing. Not sure how hard something like that would be to do on your Whitehawk.
