Brake controller

2018 29RLDS and 2015 f150 eco boost. Had complete set of brakes/drums installed on trailer . On return trip from the shop trailer brakes didn’t seem to work it was it was raining the whole day. Next day at home I jacked up trailer tires and spun the wheels applied brake controller only and the wheels stopped spinning. Tried several times and trailer wheels stopped. Ok so I thought problem was solved , it was imagined ,rainy day ect.
Took a 200 mile trip on return trip noticed trailer brakes wasn’t working. I tried just brake controller wasn’t slowing trailer down.
Next day same as above trailer wheels off ground spun wheels applied brake controller only wheels came to a stop. With controller still engaged tried to turn wheels by hand couldn’t move them. Drove down long gravel driveway applied brake controller only wheels didn’t grab gravel?????
Need some ideas on possible problem. Thanks in advance.

Have you checked that all connections at the tongue are clean with no corrosion?
Do you have a full 12 volts in the battery and inside?
Does you controller have a settings system where you can increase/decrease brake amounts of control?
all I can think of.

My controller has settings, normally set at 8 but upped it to 10 still no brakes while pulling with tow vehicle. Controller brakes will stop the wheels on trailer with trailer wheels off ground and turning wheels by hand.
