City water filling fresh water tank

I just purchased a 24RBS. Parked in the driveway and getting to know it. Today i drained, flushed and sanitized the water system. I worked around two conditions in the manual. 1. the city water connection doesn't seem to fill the fresh water tank. IS THAT CORRECT? 2. The pump was not pressurizing the system after i filled the tank through the gravity fill. There was a valve on the pump plumbing that was turned off by the previous owner. I had a hard time figuring out what was the issue. Finally i figured out there must be a valve that the manual doesn't refer to. SHOULD I TURN THIS OFF WHEN I THE CITY WATER? Thanks in advance for helping me understand the system.

FW tank is filled by the gravity FW fill.
Inlet valve before the pump should be open all the time except for winterizing. Otherwise the pump will not suck from the FW tanks. Running the pump dry will ruin the pump.

There were on mine an inlet tube for antifreeze and the inlet from the fresh water tank . if your inlet was open for antifreeze and closed for fresh water tank it would only suck air

1. The city water fill does not fill the fw tank. There is a check valve at the pump. The same check valve that keeps the lines pressurized when the pump shuts off keeps the city water from going into the tank.

2. Agree with previous comments. There is a t valve on the tank side of the pump with a 3 way valve. Make sure it is set to draw from the tank and not the short clear hose for drawing antifreeze in while winterizing.
