Do steps 1 thru 3, and the furnace should light. Steps 4 thru 10, are if the blower stops before the gas ignites. You may have to repeat the first three steps a couple of times before it lights, and is normal for a first time use, or if you haven't used it for a while.
A hint. After making sure the propane tanks are on, take a few minutes to light a burner on the stovetop. That will help to get propane flowing, and the furnace will light easier/quicker. The switch you ask about is on top of the furnace itself. It's not needed for normal operation. It's a reset switch for the unit.
