I would suggest to download the manual (if you don't have one) for the A/C. I have a GE window unit in my shop office area, and the bars for the fan are really Low, High, and Auto Fan speed, which most often the third bar doesn't seem any different than high, but when the temperature is close to the set point, the third bar setting allows the fan speed to toggle between high and low as needed (which is different than the "auto" setting which turn the fan off when the A/C is not cooling at all). So on mine not really three speeds, but three settings. Yours may be that way as well. ~CA
