Heater fan inop attwood unit 2016 jayco bungalow

2016 Jayco Jayflight Bungalow, Recently purchased this TT and new to the RV world.
First try at turning heat on to test for winter use.
The directions state to just flip the wall unit on in the manual.
All that was heard was lots of clicking and no fan operation was heard or seen. No propane smell and the propane was on and all switches were on.
Continued to check reset switch which was on, tested 12 volts to motor, checked fan to make sure it wasn't blocked and it turns by hand.
Read about lights blinking nothing is occurring, until the last time we tried it, the lights do not blink in any format related to what book states they would to signify different problems.
ISO: Trouble shooting ideas or had previous experience with this problem.
