Help with Dewinterizing Jayco Qwest TT

We have a 2002 Jayco qwest series M-268F. My husband winterized the camper but had a stroke over the winter. I have tried so hard to get the turn off valves in the right position, but being 76 yrs old...it is a little hard to get under the sink. Before I try it one more time, can some one tell me which directions the valves should be in? I am getting a trickle of water and when I turn on the hot water, it starts hot been then turns cold almost immediately. Can someone tell me how to correct that situation? He doesn't want to give up camping yet, but I am so unfamiliar with the things he usually took care of. Appreciate all your help in advance. I have attached a PDF of what the manual says...can someone decipher it for me.

A & B should be parallel with the pipe and C should be perpendicular to the pipe.
