Hot / Cold water mixed

It appears that the heated water comes out of our cold water faucets.
When I checked the valves into and out of the water heater, I think the crossover valve (used for winterizing) is sloppy feeling.

My two questions are:
1) How would the water supplies get mixed up?
2) Does it require a special tool to remove the valves and water lines? It doesn't look like a fitting that I've seen before.

Oh, BTW, I HATE plumbing problems

The bypass valve on the water heater sounds like it is open. My Jayco uses standard crimp on connections.

Are you sure you aren't just getting water from the cold faucet that has been sitting outside in your fresh water hose in the sun? I would let the cold water run for a few minutes to see if it cools off after the water that has been heating out in the sun has worked through your system and you have water that has been underground.
