To often the rear bumper is made from a thin gauge metal and has a low
static load weight limit (150lb). The big issue with a bike rack is it's difficult to keep the rack/bikes from moving around while in tow, especially on less than ideal roads, and the movement stresses the bumper and weld joints.
It's my understanding all this guy had was a grill attached to his rear bumper..........,
