Noisy squealing breaker panel

Can someone please tell me why or help me figure out how to stop my breaker panel from squealing. Do you know why it does it or what to fix. I can turn on certain lights and it stops but why is it doing that. TIA

One theory....

The breaker panel is probably on the front of the converter... and the converter has a cooling fan. Change the load, (turn lights on or off) and the fan comes on, speeds up or slows down.
Possibly, at some particular speed, the fan vibrates?
Or the fan has a bad bearing...
