Wild guesses but maybe a bad thermocouple, igniter or possibly bugs in the pilot light?

The igniter, or flame sensor has a dual function. 1 is to ignite the propane and 2 is to send a signal back to the board that it senses flame. Over time these flame sensors can become corroded. If you're handy, remove the flame sensor, gently sand the 2 end points and reinstall. If that doesn't work, you can buy a replacement on Amazon for around $25. If that doesn't work you probably need a new board. My $ is on the flame sensor.

Lol the little light might be burnt out. When you flip the gas switch now, does the water heater do anything?

David, on second thought with a water heater that's 13 years old try this as well. Open the outside panel on the water heater, you'll see a bunch of wires going into the board. Gently unplug the wires 1 at a time and plug them back in. Sometimes it's just a connection that is not making contact although it appears to be. Maybe your light will come back on.
