Repaired rubber roof successfully and is damp after rain

I have repaired my roof and had it inspected by a repair facility and was told it was not leaking.

I am told that once a roof is repaired, they will feel damp and swell a bit and then overtime it goes back as you would expect with a dry roof. There is no damage visible from the inside and it is a hard surface - not soft like top of roof under the rubber.

Is there any truth to this advice - the person giving it had 35 plus years of repair experience.

Would appreciate any advice.
