I picked up a new, used 2017 Jayco. I see all my fiberglass side panel seams have like a putty coming out of the seams. I was going to just remove what is sticking out, clean and seal with black Proflex RV sealant on all the exterior side panel. Any thoughts on that?
Also, my gutters is two piece and the split has no sealant or joint at split and water just runs out down RV. I was just going to seal it as well. Thoughts on that?

That stuff oozing out is normal. I have it as well. I just scrape off the stuff oozing out.
Most long gutter runs have seams in them. Mine leaks as well. The mfg put some black tape under and did a sloppy job of caulking on the inside where the two pcs come together.
It needs cleaned out and a quality caulk applied inside the gutter.
This is your picture and mine does the same but what I do is cut some out at a 45deg. angle and apply new caulk. Now you will have to do this every few years.
FWIW, I'd personally use the clear sealant, a bit more forgiving, it's hard to get a small perfect bead and the black will show it.

I have a ‘20 BHBE with the same two concerns. The butyl tape I am leaving on and removing the excess ooozing after a while. It should still seal. The rain gutter concern drives me crazy. I purchased some flex seal glue and have applied it to the outside of the gutter to stop the leaking. It has worked so far. I am monitoring it.
I have found the gutter gaps very difficult to properly seal. Simply applying tube type sealants to the gap never fully worked for me. There is alot going on at the top of that gutter where it connects to the edge of the roofline thats difficult to seal.
I have used eternabond on the gap in the inside of the gutter as well as removed that part of the gutter and eternabonded the under/backside. Yet the leak persisted behind the gutter. Gave up.
Interesting to see the outcome @Man Fire use of flex seal glue.
