shore water going into fresh water tank

A camping buddy bought a new trailer last June, on his second trip out he was hooked up to city water (we never dry camp) and noticed that his fresh water tank got about 2/3 full. He changed out the water pump and it was fine until a couple weeks back. We were camping again, hooked up to city water and the fresh tank started to get water in it again, this time only about 1/3 tank after a few days. Once he drained the tank and disconnected and reconnected the water hose to the water supply it as fine the rest of the trip.
So is the water pump the only thing that would cause this problem?
