Stuck Knobs on the Propane Cover

Went to get the propane tanks filled this afternoon and was not able to remove the knobs from the bolts near the bottom of the fiberglass cover.

The knobs appear to be rusted or corroded tightly to the bolts now and the bolts are spinning with the knobs.

What are my options other than taking it to CW for warranty repair?

WD40 had no effect on it, and it's such a tight space I can't shove anything in there to hold the bolt while spinning the knob to get it loose.

Do I just have to break the knobs and them try to fasten the bolts better? Anyone run into this before?

On the bright side, they were able to fill the propane with the cover tilted out rather than fully removed.
