There's a clutch on the motor that disengages if you reach the end of the travel limit. Try pushing down on the base while pressing the button in the down position.
BTW: Disassembling the unit is a PIA. I took the cover off mine a few weeks ago out of curiosity to see what was in there. I know this sounds stupid but I can't help myself. There's an unprotected circuit card in there that looks like it would get damaged if it got wet, yet the cover provides poor weather protection. I since have put a cover on the thing when in storage.

Had this happen to me. Raised jack too much and it locked up. Had to hold spinning foot with channel locks to loosen. Like loosening a nut from bolt

Take the cover off the motor and you will see the gear setup that makes it go up and down. See if the shear pin is broken. Had that problem once. Manufacturer sent me 2 new pins at no cost.
