Towing in angled roads

In my last trip ive towed my trailer in differentials surfaces and some of them where unstraight (for example the area between the high asphalt road and a lower route is basically angled)

I feel the trailer will flip over when crossing or even driving on angled roads.

Should I be concerned taking these tracks?

Not sure I've travelled roads with that description. While a road may or may not have a shoulder, the height should be near the same from the main roadway to the shoulder. Slowing down should ease any concern when you switch from one road surface to another if you must travel that direction.
Are roads in your locale built with this height difference for a purpose? I've always viewed shoulders as being built for temporary stopping not an extra lane for travel.

More often than not these are construction areas you are describing. Usually these are just short stretches where the speeds limits are 55 or below. While I've never felt like my trailer was going to flip over I do slow down, sometimes to the annoyance of traffic behind me. But I'm not going to be the one who has have a problem because I'm going too fast.

Not familiar wih your description of "angled"? I am guessing you are talking about the taper that is designed into most shoulders on a highway so as to encourage drainage away from the pavement. Some shoulders are a bit more acute than others but none should be anywhere close to causing your TT to tip.

Anytime you need to drive onto a shoulder you should always slow from normal highway speed and then ease over. No jerky swerves. You'll be fine.

It Sounds like you are referring to when they are milling a road and remove a layer of asphalt, I have never seen it where it was taken down low enough to cause a vehicle to flip. Just exercise caution.
