Because I do not have sagging problem, but I do have sway problem on high wind conditions

Yes. I didn't see specifics in your post regarding your TT or TV.
IMO, a WD hitch is not so much for rear end sagging as it is for returning weight to the TV front end. Even if the TV rear doesn't sag, the front may lift. Have you checked that? It is possible your sway problem (control problem?) is at least partly because the front of your TV may need more weight to restore it to the right height and geometry.
Also, be sure your TT and TV tires are both inflated to the maximum shown on the tire sidewall. Higher pressures reduce sidewall flex which helps reduce sway.
