The general operation of a WH is when the hot water spigot is turned on, cold water will run into the bottom of your water heater and hot water will come out of the top. The WH itself never gets low on water, it just replaces the hot water drawn off the top with cold water at the bottom that will eventually trigger the WH to kick on to warm it up to the desired setting.
On WH at home, the cold water comes in at the top but flows through a long plastic tube which then introduces the cold water at the bottom of the tank. The hot water comes out as cold water pushes in to displace the hot water being removed at the top.
If your water heater truly did get low on water, it would likely burn out the unit on those installed in RVs.
Your water pump will kick on when you turn any spigot on, hot or cold, and create a demand for water. It may also come on if you have a leak. As the water leaks out, pressure in the water lines decrease, causing the water pump to cycle back on. I hope this helps.
