Angry water leak

We bought a 2004 21FB this summer and immediately took a trip to Michigan. When we got everything hooked up my wife took a shower and clear water flowed across the floor. We didn't use the shower again but the water still flowed when the toilet was flushed. It was not sewage but clear water. We took the trailer back to the dealer and his technicians supposedly fixed it. On our way to Florida insulation started blowing out and the leak persisted. The so called technicians sliced open the fiber blanket covering behind both fender wells and stuffed new insulation in. They than duct taped the slices. Anyway my question is shouldn't the belly panel be removed in order to fix this leak. If anybody has experienced this problem I would like to hear about it.
