Water not heating up

So, got to the campground and office says the 30amp is not enough to run AC, fridge and water heater so to use gas for something. (JayFlight 2009) We switched fridge to propane and water heater to propane. Fridge is good, hot water not heating. Turned off AC, switched hot water to electric and gave it a couple hours. Come back, no hot water. We are new to this camper thing and not sure what the problem could be. Checked fuses, those are fine. Can anyone help?

Do you have the bypass valves set correctly on the back of the water heater? Is the water heater full?

Look at your hot water tank, there will be three valves, one at the top, one on the bottom and one in the middle. The middle one’s handle should be turned 90 degrees to the line to close and the top and bottom handles should be in line with the pipe in the open position
