His next suggestion was to have them tack welded to prevent further slippage but am putting that off till spring.
I guess the dealership did not have enough muscle to tighten them properly.

My experience is that the set screw is not really effective due to it's placement near the top of the bracket instead of the bottom where the bracket is pulled forward when the chains are tightened. I believe the Andersen manual called out about 90 ft-lbs torque when tightening the brackets but I still saw some slippage after applying 110 ft-lb. My neighbor at the time happened to have a welding unit at home so I had him tack weld it for me for a 6-pack (provided AFTER the welding was done... ). I've got 10K miles on it now and it's performed very well.
