I'd put a couple of pieces of masking or painters tape (side by side, overlapping) where you have to make the cut. This will give you a place to make a cut mark with a pencil, or marker, without marking up the skirt. The skirt's pretty flexible, so an extra pair of hands to stabilize it might help. You can cut it with a fine tooth hacksaw, or any small kerf saw. The cut edges can be tidied up with some fine sandpaper.
