2002 Eagle Summit brakes

I was under the impression that my trailer had electric brakes. When I bought it, the PO told me that his PO had cut the original connector off and put on a 4 pin connector. That is how I purchased it. I then changed to a 7 pin connector to match my truck. My brake controller does not recognize the trailer.

After inspection, I see that the new harness the PO's PO installed has the brake power wire cut. Further more I don't see any electrical connections on the brake drums, only hydraulic from the breakaway master cylinder.

Is it possible that this trailer never had electric brakes? Is it possible that the brakes are surge breaks, and if so how can I test / adjust them?

It tows and stops fine in this condition, but I'm not sure I've ever felt the brakes actuate. The wife wants to take a "ladies only" trip so I'd like the extra safety margin.

Sounds like your trailer does have surge brakes.. Do you feel the RV pushing the tow vehicle under braking? If not then they are adjusted properly.

Sounds like surge brakes to me too. My FIL has a similar setup on his boat trailer and I've never felt them apply, but as Seann suggests, the boat isn't pushing the TV while braking so I know they're working.
