I can't speak about your actuator but brake fluid absorbs water over time. If it doesn't have a light oil viscosity and appears more watery, it's time to replace it. There are different types of brake fluid out there that are given a DOT rating. I don't know what brake fluid rating you need but you're probably safe with a DOT 3, which is the most common. Higher DOT rating are generally more expensive and are for high temperature application.
