If the wood is rotted have you found the leak and fixed it?? If not, that is the first step in any case.

If you don't want or can't repair the rotted area and it is small area you might look at putting a piece of sheet steel or aluminum under the bolt area and extending into surround good wood. Or if you can make the adjustment a half inch piece of plywood also extending into the good wood area will help reinforce the rotter area.

Best of course is to tear into the wall and replace the rotted area.

Do some research in the search bar above or lifting systems, rot in the walls, leaks, etc.

Definitely need to find the leak for the long term life of the camper. I would take a large piece of plate steel 3/16” thick, anchoring that to camper then a new pulley to the plate. Use a piece of cardboard to create a template for the holes. You can use a drill with a small bit to determine how big the rotted area is, black shavings are rotten. The plate should be obviously larger than the rotten area...use bolds and fender washers to secure the plate.
