You certainly could have a failing motor, another possibility is that there is an issue with the wiring going to the motor causing high resistance which would also make the motor run slow. If the motors are not overly expensive then I would go ahead and change it out, on the other hand there are a couple of ways to test the motor, one is having a fully charged battery and directly connect (wire) the motor to the battery and if the motor runs like it should then the wiring should be checked further. Another way is to check the voltage and amperage that the motor is using when running. This would require a voltage\amp meter such as this one.

If you aren't familiar with using a meter, I would likely just test with some 12awg wire (or close to that) directly from a battery to the motor and see what happens. ~CA
