I looked up what a scupper vent is and it appears to be similar to a roof vent on a US RV, but the vent cover on US roof vents open from the rear rather than the front as on a scupper vent. On US roof vents, when the coach is in forward motion with the cover open, it creates somewhat of a Venturi effect that draws the air from inside the coach out through the opening.
An advantage of a rear opening roof vent cover over a scupper vent is that less rain can get into the coach when when moving. In fact, many owners here install a separate roof vent cover over their roof vent which literally allows you to keep your roof vent open year 'round. I have these on my coach and about the only time I ever close them is when I'm running the air conditioning.
