Please post your make and model. Without that it help is just speculation.
Your camper will need adequate clearance between both the top half of the wheel and the camper and all points of the wheel well when fully inflated and when the springs are fully loaded. Add any travel due to a bump. Then add space for mud or snow on the tires. A piece of gravel stuck in mud needs room to go around.
You will also have to have the same exact bolt pattern to fit your axle.
You may be better off just buying a better tire. Unfortunately, there aren't many better tires in the 12 & 13 sizes like the Goodyear Endurance.
Do a little search on the line above for 13 inch tires, 12 to 13, etc. I bet someone else has asked the same question.
Warning, almost all (all?) 12 and 13 inch tires are limited to 65MPH.
