Trailer tow/reverse only latch question

Hey everybody. I have a 1999 jayco heritage pop up. On the trailer part of it, there's a latch that switches from back up to tow mode. The latch is broken and won't switch, so it's either stuck in reverse or tow. My questions are

1. Is it bad to tow it if it is stuck in reverse, it says reverse only so I'm guessing it is

2. Any way to fix this?

If it's the lever on the coupler that is for your surge brakes. With it in the back-up position you do not have brakes on the trailer while towing.

I thought the purpose of the lever was to lock out the surge brakes, so they don't activate when you push the socket backward during backing. Doesn't seem to matter though; I used to lock it out every time I backed up, and somewhere along the line I stopped doing it and it hasn't made any difference. I find surge brakes to be worthless.
