Worn break line on surge breaks

Hello, I have a '97 1207kb with surge breaks. First trip, pulled into camp and I could see break fluid all over the inside of tire on driver side. I am guessing the tire has been rubbing against the line for a while. I had to have a special line made up. Replaced it and then bleed the brakes by pushing in plunger built into trailer coupler. Any had this happen or know other reasons why it happened?

Oversized tires is a possibility. Or that line was replaced with one that is too long.

Oversized tires was my first thought when I took the tire off. I'll update this thread with size when I get a chance. But yeah it looked big to me. I kind of pushed the tubing going into the wheel hub up against the frame just in case that was the reason.
