My pop-up does not have a battery installed (yet). Is one required for the electric brakes to work? I note in the manual that both the tow vehicle and trailer batteries are listed as braking system...

You might not need all that space ....
We are weekend users but honestly, I have never needed or wanted that space under the bed for everyday use or even "every trip" use. After a few trips, you'll find what you need is pretty minimal....
