Are you sure it's not a bad gasket on the heating element? You can buy a new element that has a new rubber gasket at any Home Depot or Lowe's for less that 20 bucks.

With my cord reel I have wound up my 30’, 50 amp cord in 25 degree weather with no problem. The water hose is much stiffer until I run hot water through it, then no problem.
