The two tanks 1/2 full results in 20 gallons sloshing around in each.
2 tanks of 20 gallons of sloshing water is worse than 1 tank of 20 gallons.
Not as much room to do a lot of sloshing.

It is a mistake to have both 40+ gallon fresh water tanks to be "hooked" together. When boon docking away from any other water sources, the extra tank comes in handy.
