I found that it does not deflect the belt enough to affect the belt size. The pulley just leans on the belt, keeping it stable.

Yes, Earlier investigation found a pulley part number which turned out to be incorrect. Around 1999-2000, Ford changed from an 8-rib belt to a 6-rib belt.
