145rb tire question

Hello to the collective.
I currently have 13" C rated tires (load indexed at 91 with 1620#/tire) and would like to get up to a load rating of 97 (target just over 3000# to give a safety buffer) to be able to use close to the max GVWR. I assume these would be D rated tires.
The questions are:
1) Is it worthwhile to go to D rated tires now or wait until the current tires need replacing? I always target about 100# below max allowed but that doesn't leave much room for gear.
2) Has anybody put 14" tires/wheels on the 145rb without the axle flip. The wheel wells look like there's enough room and I believe the newer standard models come with 14" wheels now. My concern is because the trailer is so light, tall and narrow already, am I just making it taller with an axle flip? Plus, just don't want to spend the money on a flip right now :).
Sidenote: I understand that Jayco uses a reduction of 230# tongue weight to calc the tires needed but I just don't buy that. Accelerating or climbing a hill would void that calc right away hence desire to have the tires support the design 1920# GVW stand-alone.

So, if I’m reading your entry correct, you have (2) 1620 pound rated tires on a trailer with max rating of 3200 pounds. So the tires are 40 pounds above max rating. And you are wanting to buy tires rated for 3000 pounds each. Those tires are on the edge of not being adequate. It seems as I have read here sometime back that someone put 14” tires and wheels on a 148? With no issues. Not sure.
I’m wondering if the trailer was rated and the tires put on, or the tire was picked and the trailer rated based on the tire.
My opinion, if I were taking long trips with it and had put 735 pounds of cargo in it, that I would be buying new 14” tires and wheels. Etrailer sells them tires and wheels combined.
 
When I needed new tires, I went up from C to D. Tire dimensions were identical.

I installed Carlisle radials RH. Been very happy with them. I'm running ST185/80R13.

I would recommend metal valve steams and have them balanced.

I had the Baja version of the 145RB. It came with flipped axle and 15" off road tires and it handled fine as far as I was concerned.
 
We also have the Baja version of the 145RB with 15" off road tires. When they needed to be replaced we bought replacements from Discount tire. Additionally the originals and the replacements are listed as LT tires which is an industry designation for "Light Truck".
