2015 F53 power distribution box

Ok I found this fuse box in the engine compartment but I can not figure out how to open it. I see the arrows pointing to the right but unable to open. I pushed back on the tab in the center of the latch and lift the plastic the latch is holding but the door will not open. Any help would be appreciated.

On the lower right SIDE of the box is a tab you pull out and pull the box open. It hinges on the left side. The arrows point to the right side and the tab is not on the front but the side at the level the arrows are.

I got this box open and checked the fuse for dash 12v outlet. Fuse 22-20 amp. All good. Then I checked the under dash fuse #16 20amp the 12v feed and it is good. I'm unable to find a blown fuse feeding the 12v outlets. Any idea where else I can check? Do these outlets go bad?
