2015 Grayhawk tv outlet in overhead bunk no power

Nothing will work when plugged in the outlet. Circuit tester shows power. Same outcome with shore power or inverter turned on. Help

Doesn't matter if on or off. It used to work the correct way but have been having problems for the last couple of years. Yes that stupid relay sounds like problem. I will have to investigate it more.
