Best Hitch Bike Rack for Pop Up?

Hi All I'm looking for a hitch bike rack that I can use either when I'm not towing, or use a double stacked hitch receiver for when I'm towing my pop up. I'd like to carry 3 bikes with it. What can people recommend?
