The End-user does not not get to choose. It is likely the infrastructure in front of the VB server that they host - OR the VB Server that JOF is running on is failing:

It’s the server rv life uses for hosting, the Forest River forum owned by rv life was down at the same time.

Just depends on when your browser try’s to reload the page.
More than likely they were rebooting the server for some reason. It only takes a short amount of time to do it, but if your browser try’s to load the page at that times you will get an error.

I had the same problem earlier this morning, both on Fire Fox and Safari; website would not open.

Obviously it's working OK now.
