Generator charging battery on and off

Today AGS turned on the generator to charge the batteries, and while charging, it stopped every few minutes and then resumed. The generator turned off at 13.6v when it was set to 14.5v. I’ve never used AGS before, but when the generator turned off, AGS also disabled. Also yesterday, I turned on the generator to charge, but 10 minutes later, the generator turned off and the breaker box switch went off.
 
The 13.6 is the float voltage for a fully charged battery and 14.5 is peak so sounds like your batteries are fully charged. Also what do you mean "breaker box switch"?
I don’t think it is fully charged, it was at 11.8v, maybe 30% battery and it was charging for less than 20 mins. Doesn’t it take several hours? It never reached the peak 14.5v. After the voltage rested for around 30 mins, the voltage was 12.4v-12.6v. And i’m talking about the breaker box panel with all the fuses and circuit breaker switches. The switch that got tripped was the converter switch, i think 15 or 20amp
