Jayco 20BH, No DC power

The DC power worked fine when I put it up for the winter. This spring, no DC power. All the breakers and fuses in the panel are fine. I checked the batteries and grounds and one ground wire looked pretty bad. I installed new connectors on the ground wire including where it connects to the frame. Batteries are charged to 13.8V and I show voltage through the frame. But apparently that wasn't the problem.
When I pull the big fuse in the converter, and then plug it back in, the converter fan runs briefly and then stops. When plugged into AC shore power the TV, microwave, AC outlets and Air Conditioner will work. None of the lights will work even when it's plugged into AC.
Does this sound like a bad converter?

What you describe does not indicate if the converter is good or bad. However, a converter is not needed in order to provide 12v power to the RV when you have an operational battery installed that is not dead (as you stated they are 13.8v). This means that you need to resolve the 12V battery power issue prior to spending much time testing the converter for any issues (which may or may not exists, I suspect not). Again, the above statement is when you know you have battery voltage (a dead battery could certainly be a converter charge issue).

If you would like to, take some pictures of the battery connections, the battery cables and their connections to the RV as doing so may indicate an issue. Keep in mind that many RV's have a battery disconnect solenoid located near the battery(s) and if it is not connected then that could be the issue. Also, I would suggest you use your voltage meter at the battery as well as the fuse terminal area inside and along all the cables and determine if you can find where there is and is not any voltage. ~CA
 
I knew I had a ground issue so after I repaired the ground connections, yes it's true, I forgot to turn the DC power switch back to on!
