Leaking by low point overflow when looked up to city water.

So this is right by my low point overflow valve. The one hole it a white pipe and the other is where it’s leaking from when I Am hooked to city water. Is this hole suppose to be there or is it damaged and someone just tried to seal it before I bought it?

Just to clarify terms, an overflow for your freshwater tank will be one pipe by itself. Your low point drains will look like your picture, one for the hot side and one for the cold. There should be valves for both low point drains directly above those two pipes. It sounds like one of them is leaking past the o-rings in the valve. The sealant is original.
