New Issue 20200902 Chrome will not populate cursor

New issue reproduced on multiple machines. In Chrome - upon reciept of a PM, clicking on Respond, or in the window with HTML entry - will not give user focus. Last event - in the past 5 minutes (SEARCH YOUR LOGS!!! while they are there)

I use chrome and win10. Have not seen any difference in it? I saw this online:
